Kenya KEBS, PVoC & CoC Update
Effective from the 1st September 2016, all full load containers (FCL’s) certified under Route A of the KEBS (Kenya Bureau of Standards) regulations and that are destined for Kenya are required to be sealed by the PVoC Agents (Pre-Export Verification of Conformity to Standards) after inspection by the Agent in the country of supply .

The relevant extract is quoted below:
Pursuant to the provision of Legal Notice No.78 of 15th July 2005, the Kenya Bureau of Standards (KEBS) has put in place the Pre-export Verification of Conformity to Standards (PVoC) program which requires that imported goods are subjected to quality inspection before shipment. The objectives of the program are:
- Protection of consumers’ health and safety
- Protection of the environment
- Prevention of illicit trade
In furtherance of these objectives, KEBS wishes to bring to the attention of importers, traders and the general public the following requirements:
Container sealing
All full load containers for goods certified under Route A as outlined in the PVoC Manual shipped on or after 1st September, 2016 shall be required to be sealed by the PVoC Agents after inspection in the country of supply. Any consignments not bearing the seal by the PVoC agent that had certified the goods shall be subjected to full inspection at the port of destination at the importer’s cost.
